Within the framework of the fundamental principles adopted at the Second Meeting of the Competition Authorities of the Organization of Turkic States, held on 29 April 2025 in Budapest/Hungary under the auspices of the Hungarian Competition Authority, and the Cooperation Protocol signed between our Authority and the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan (the Committee), a delegation consisting of our Vice President Cengiz ÇOLAK and Competition Experts Betül AYHAN DEMİRALAY and Uğur Bilgehan BURHAN attended the training seminar held in Tashkent/Uzbekistan on 7–8 October 2025, and the international seminar titled “Platform Economy in the Republic of Uzbekistan: Competition Law and the Market Power of Digital Platforms,” organized by the Committee in cooperation with the BRICS Competition Law and Policy Centre on 10–11 October 2025.
Our delegation was received by Committee Chair Khalilillo Turakhodjaev and Vice Chair Farrukh Karabayev. During the two-day training seminar held jointly with the Committee, eight separate sessions were organized, in which our delegation presented the Board decisions regarding digital platforms. The Committee, in turn, delivered an informational presentation on its regulatory initiatives concerning digital markets, thereby facilitating mutual exchange of information and experience between the two authorities.
At the international seminar organized in cooperation with the BRICS Competition Law and Policy Centre, our Authority’s Vice President Cengiz ÇOLAK participated as an opening speaker. Competition Expert Betül AYHAN DEMİRALAY took part as a speaker in the session titled “Competition Law in Digital Markets: A Recap of Best Practices,” where she provided information on self-preferencing practices under Turkish Competition Law. In the session titled “Merger Control in Digital Markets – the Case of Ecosystem Mergers,” Competition Expert Uğur Bilgehan BURHAN provided explanations regarding the “technology undertaking exemption” practice, introduced into the Turkish merger control regime in 2022.
