Impact Analysis Report 2023-2024 Published (6.3.2025)

The Report was prepared to analyze the impacts on consumer welfare of the decisions taken by the Competition Board in 2023 and 2024 concerning cartels, resale price maintenance and abuse of dominant position as well as mergers/acquisitions that were authorized on condition that certain requirements and obligations were fulfilled. The main findings of the Report are as follows:

  • Totally 111 decisions were analyzed in the impact analysis, which covers 2023 - 2024 period.
    • During the said time perid, in a total of 99 decisions eligible to be assessed under the scope of impact analysis, 93 of which were related to cartel, similar agreements and resale price maintenance, and six of which were related to abuse of dominant position, it was decided that the acts that were the subject of the investigation constituted a violation.
    • The Cmpetition Board authorized 12 mergers/acquisitions in total during the same period within the framework of conditions aiming to ensure that possible anticompetitive impacts are eliminated.
  • The calculations are made in two different scenarios in the Report, one being “conservative scenario” and the other being “OECD presumptions”.
  • In the conservative approach, the benefit provided to consumers as a result of the Competition Authority’s interventions is estimated as 48.26 billion TL for 2023 and 29.16 billion TL for 2024 TL. In the calculation made according to OECD approach, the benefit to consumers is estimated as 128.57 billion TL in 2023 and as 83.65 billion TL in 2024.
  • While the total contribution to consumer benefit is calculated as 212.23 billion TL, average annual contribution is calculated as 106.11 billion TL for 2023-2024 period.
  •  The estimated total benefit is calculated as 6.72 billion dollars and average annual benefit is calculated as 3.36 billion dollars for 2023-2024 period. The relevant charts are given below.

  • When a cost-benefit comparison is made for the activities of the Authority during 2023-2024 period, the annual average estimated benefit that is calculated according to the conservative scenario is 37.59 times the annual average budget expenses for the same period. On the other hand, estimated annual average consumer benefit that is calculated according to OECD methodology is about 103.02 times the budget expenses.  

Thanks to the impact analysis reports that are prepared by taking into account OECD recommendations and similar studies made by the leading competition authorities throughout the world, it is possible to express the impact of Competition Board decisions in monetary terms and to monitor institutional performance within the framework of transparency and accountability principles. The Impact Analysis Report 2023-2024 calculates that estimated average annual benefit and the total benefit correspond to nearly 2.5‰ and 5‰ respectively of gross domestic product of our country in 2024. Thus, it is considered that those indicators demonstrate the important function of the Competition Authority in economy as well as the efficiency of its activities.
