The investigation conducted per the decisions of the Competition Board (the Board) dated 12.12.2024 and numbered 24-53/1175-M and dated 14.08.2025 and numbered 25-31/741-M about the allegations that Casting Agencies Association and undertakings operating in the casting agency/management sector violated the Act No. 4054 on the Protection of Competition by means of determining agency commission rates and service conditions together and exchanging competitively sensitive information and also conducting casting agency and casting direction as well as production activities together has been concluded.

With the Board decision dated 21.05.2026 and numbered 26-19/585-225, under the scope of the file, it has been decided that article 4 of the Act No. 4054 on the Protection of Competition was violated by means of determining agency commission rates and service terms together and exchanging competitively sensitive information, accordingly, based on the recent gross income determined, the following administrative fines shall be imposed:

In order to establish effective competition in the market under the scope of the said Board decision, it has been decided to impose the following obligations:

1. On all undertakings operating in casting direction and casting agency/management sector, to be fulfilled within three months following the notification of the decision for undertakings party to the investigation and within three months following the publication of the reason of the decision on the website of the Competition Authority for other undertakings,

• Casting direction and casting agency/management activities shall not be conducted under the umbrella of the same economic unity.
• Undertakings which conduct casting direction/management activities together shall exclude one of those activities from the principal agreement of the company and, at the same time, end it actually.
• Production and casting agency/management activities shall not be conducted together under the scope of the same economic unity; in addition, casting agencies/managers shall not carry out any other activity on behalf of the producer (consultant, accounting, supervisor, public relations, etc.) in contents where they source talents.
• Undertakings which conduct production and casting agency/management activities together shall exclude one of those activities from the principal agreement of the company and, at the same time, end it actually.
• In negotiations between casting agencies/managers and producers about the appearance of a talent, the appearance of a talent in a content shall not be made conditional upon the appearance of other talents. 

2. On Casting Agencies Association, to be fulfilled within three months following the notification of the decision,

• The structure of the Association shall be designed in a way that only undertakings engaged in casting agency/management activities can become a member. 
• Association members shall be informed that casting direction and casting agency/management activities cannot be conducted together.
• Association members shall be informed that production and casting agency/management activities cannot be conducted together.
• Association members shall be informed that in negotiations between casting agencies/managers and producers about appearance of a talent, the appearance of a talent in a content shall not be made conditional upon the appearance of other talents.
• An informative text about the competitive concerns stemming from the said issues shall be published on the website of the Casting Agencies Association.
