In its meeting of 26.06.2025, the Competition Board took the decision numbered 25-23/552-M to launch an investigation on 

• the economic entity comprised of Mastercard Europe SA and Mastercard Europe SA İstanbul Liason Office, which are ultimately controlled by Mastercard Incorporated, and
• the economic entity comprised of Visa Europe Limited, Visa Europe Services LLC and Visa Europe Services LLC Türkiye Representative Office, which are ultimately controlled by Visa Inc,

in order to determine if Mastercard Incorporated and Visa Inc., both operating in the global card payment systems market, as well as undertakings under the control of the aforementioned undertakings, violated Article 4 and/or Article 6 of the Act 4054 by means of complicating the operations of payment service providers offering international payment solutions by disallowing overseas businesses the use of the payment/POS infrastructure, which is provided by the banks operating under the scope of the Banking Law no 5411 to other payment service providers.

These declarations, which are made within the framework of informing the public on Competition Board decisions, cannot be interpreted to mean that the undertakings or associations of undertakings under investigation have violated the Act no 4054 and that they have faced or will face sanctions under the Act.
