In accordance with the Competition Board (Board) decision dated 18.04.2025 and numbered 25-15/341-M, an investigation was launched to determine if undertakings operating in the MDF and particle board sector violated Article 4 of the Act no 4054 on the Protection of Competition by engaging in collusive bidding in the tenders for the sale of wood-based products initiated by the General Directorate of Forestry.

As a result of the settlement procedure conducted with some of the parties during the investigation stage, the Board ruled that, among the undertakings which were found to have violated Article 4 of the Act no 4054 on the Protection of Competition by engaging in collusive bidding in the tenders for wood sales initiated by the General Directorate of forestry, 

• Çamsan Entegre Ağaç Sanayi ve Ticaret AŞ be imposed an administrative fine of 57,489,281.12TL, with the decision dated 14.05.2026 and numbered 26-18/530-190,
• Çamsan Ordu Ağaç Sanayi ve Ticaret AŞ be imposed an administrative fine of 88,355,667.57TL, with the decision dated 14.05.2026 and numbered 2618/532-192,
• Divapan Entegre Ağaç Panel Sanayi ve Ticaret Anonim Şirketi be imposed an administrative fine of 23,276,761.61TL, with the decision dated 14.05.2026 and numbered 26-18/531-191,
• Kastamonu Entegre Ağaç Sanayi ve Ticaret Anonim Şirketi be imposed an administrative fine of 514,840,565.15TL, with the decision dated 30.04.2026 and numbered 26-16/475-173,
• Kronospan Orman Ürünleri Sanayi ve Ticaret AŞ be imposed an administrative fine of 148,058,491.75 TL, with the decision dated 30.04.2026 and numbered 2616/474-172,
• Vezirköprü Orman Ürünleri ve Kâğıt Sanayi Anonim Şirketi be imposed an administrative fine of 27,934,128.63TL, with the decision dated 21.05.2026 and numbered 26-19/577- 220,  

concluding the investigation through the settlement process for the undertakings in question. On the other hand, the regular investigation procedure was conducted for the investigation party Yıldız Entegre Ağaç Sanayi ve Ticaret Anonim Şirketi.

As a result of the investigation process,

• The Board found that Yıldız Entegre Ağaç Sanayi ve Ticaret AŞ violated Article 4 of the Act no 4054 on the Protection of Competition by engaging in collusive bidding in the tenders for wood sales initiated by the General Directorate of forestry, and the undertaking in question was imposed an administrative fine of 469,894,576.63TL under Article 16.3 of the same Act, with the decision dated 15.10.2026 and numbered 26-38/1045-445.
