Symposium on Competition Law Practices in Payment Services (19.12.2025)

The “Symposium on Competition Law Practices in Payment Services,” organized in cooperation with the Competition Authority and the Association of Payment and Electronic Money Institutions of Türkiye (Türkiye Ödeme ve Elektronik Para Kuruluşları Birliği—TÖDEB) and hosted by Galatasaray University, was held on 16 December 2025 with the participation of various public authorities, academics, and sector representatives.

The Symposium began with opening remarks by Dr. Hakan BİLİR, Vice President of the Turkish Competition Authority, and Serhat DOLAZ, Chairman of the Board of TÖDEB. In addition, in the session titled “Operating Principles and Practices of Card Schemes,” Tuğçe SAYER, Head of the 4th Supervision and Enforcement Department, delivered a presentation on the operating principles of card schemes, the rules applied by card schemes and their assessment within the context of competition law, as well as discussions on the future of the card schemes market. Cüneyd DAL, Deputy Head of the 4th Supervision and Enforcement Department, provided an overview of competition law practices related to POS services and made a presentation on the Board decisions concerning POS services in the session “POS Services in the Context of Competition Law”. Lastly, in the session “The Role of Techfins in the Payment Services Sector,” Competition Expert Yakup GÖKALP delivered a presentation on the potential anti-competitive risks that certain practices of major technology companies may pose for the development of financial technology firms.
