With the decision of the Competition Board (the Board) dated 03.08.2023 and numbered 23-36/667-M, it was decided to conduct a preliminary inquiry about META regarding the allegation that META violated article 6 of the Act No. 4054 on the Protection of Competition by means of tying the application it launched called Threads with Instagram and during the preliminary inquiry process, in addition to the tying allegation, it was found that certain data was combined between Threads and Instagram. In line with the evaluations made under the scope of the preliminary inquiry, per the Board decision dated 23.11.2023 and numbered 23-54/1031-M, it was decided to open an investigation about META.

During the investigation process, with the Board decision dated 08.02.2024 and numbered 24-07/125-50, it was decided to impose an interim measure to prevent META from combining the data obtained from Threads with the data obtained from Instagram. Afterwards, by suspending the operations of Threads in Türkiye, META rendered the interim measure decision devoid of subject matter. In addition, according to the Board decision dated 03.05.2024 and numbered 24-21/482-205, META was imposed administrative fines in terms of the period, when the requirements of the interim measure decision were not complied with.

During the following period, the commitments submitted by META to resolve the concerns about tying and combination of data, which were the subject of the investigation, were accepted and rendered binding for META with the Board decision dated 07.11.2024 and numbered 24-45/1053-450 and the investigation ended. 

Under the scope of the said commitments, META undertook to design a structure where, in the event that Threads is relaunched in Türkiye, both users signing up for Threads for the first time and users who previously signed up for Threads and did not choose to delete their accounts during the suspension period can use Threads without the need to have an Instagram account. Within this framework, it is envisaged that users will be able to choose to use Threads with their Instagram account or to create a Threads profile separately from Instagram without combination of their data, according to their preferences.

META applied to the Competition Authority to relaunch Threads in Türkiye in compliance with the commitments that were rendered binding. As a result of the evaluation made, the Board took the decision dated 10.06.2026 and numbered 26-21/626-256 that the petition including the steps to relaunch Threads in Türkiye is compliant with the commitments, which were rendered binding with the Board decision dated 07.11.2024 and numbered 24-45/1053-450.

In line with this, when Threads is relaunched in Türkiye, the options of “using Threads with Instagram account” or “creating an account with a phone number independently from Instagram account” will be offered; personal data obtained from the Instagram account of the users who prefer to use Threads independently from Instagram will not be combined with Threads.
