The Competition Board decided that a comprehensive sector inquiry about the cement sector would be conducted. (17.3.2026)

Cement, which is one of the main inputs of infrastructure and construction sectors, is gaining a strategic importance as a result of the rapid development of the construction sector in Türkiye. In recent years, the fact that Türkiye ranks fifth in the world in cement production has enhanced the global significance of the cement sector for our country, particularly given the need and growth in the construction area emerged with the rising population in nearby regions. 

Due to high concentration levels and homogeneity of products, cement sector displays a market structure that is prone to the emergence of competitive problems. Therefore, the sector has been one of the primary examination areas since the early years of the Competition Authority’s establishment.

Preliminary inquiry and investigation reports prepared by the Authority concerning the sector are prepared, by their nature, based on the region, the period and the undertakings concerned that are the subject of the complaint and the subject of the alleged competition infringement. However, it has become necessary to make a more comprehensive analysis and evaluation in terms of the period and the number of undertakings in order to analyze the market structure and company behavior in the sector in a sounder way.

Under the scope of the inquiry, it is planned to conduct a comprehensive competition analysis that reveals the market structure and company behavior from a long-term and holistic perspective, based on microdata at both the firm and customer levels, to make determinations regarding sector-specific problem areas and to examine regional competition dynamics in the cement sector within an analytic framework.

In this context, the Competition Board took the decision numbered 25-49/1219-M in its meeting on 25.12.2025 to initiate a sector inquiry about the cement sector with the aim that the sector will be addressed from competition economics and law perspective, the factors affecting the market structure will be determined, the elements that are important for protecting and maintaining the competitive structure of the market will be examined from a holistic perspective and the findings obtained will provide a basis for policy development processes and taking constructive steps toward the sector.
