Competition Authorities of the Organization of Turkic States (OTS) Meetings, which were initiated by the Turkish Competition Authority (TCA) and held its first session hosted by TCA in İstanbul on January 23, 2024 and its second session hosted by the Hungarian Competition Authority in Budapest on April 29, 2025, convened in Shusha for its Third Meeting on June 13, 2026, hosted by the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan.
In addition to the President of the TCA, Mr. Birol Küle, the meeting was attended by the Chairman of the Competition Authority of Azerbaijan Mr. Elnur Baghirov, President of the Hungarian Competition Authority Mr. Csaba Balázs Rigó, Deputy Chairman of the Competition Authority of Kazakhstan Mr. Bolat Sambetov, Deputy Chairperson of the Competition Authority of Kyrgyzstan Ms. Nurzhan Kadyrbekova, Chairman of the Competition Authority of the Turkish Republic of Northern Cyprus Mr. Şifa Kırmızıgil, Chairman of the Competition Authority of Uzbekistan Mr. Khalilillo Turakhujaev, and Deputy Secretary General of the OTS Mr. Merey Mukazhan. At the end of the meeting, a joint declaration was signed by the Competition Authorities of the OTS Members.
Competition Authorities participating in the meeting underlined the importance of competition law enforcement in strengthening the evolving economic integration among Turkic States. In this framework, the importance of cooperation among OTS Competition Authorities in the effective prevention of anti-competitive practices in the Turkic world was emphasized.
During the meeting, the joint report titled “The Activities of the OTS Competition Authorities in the Agriculture and Food Sector” was discussed, the preparation of which had been decided at the Second Meeting of the OTS Competition Authorities. Furthermore, upon the proposal of TCA President Mr. Birol Küle, “fintech and payment systems” was designated as the subject of the joint study for the following year, and it was decided to establish three separate working groups under the headings of cartels, abuses of dominant position, and mergers and acquisitions. The working groups concerned are intended to ensure exchange of opinions at the expert level among the Participating Competition Authorities.
In addition, a Competition Forum was organized within the framework of the meeting. The Forum served as a high-level consultation platform where participating Competition Authorities addressed the economic challenges caused by the transformations in the global markets, and shared their best practices.
