External Relations and Competition Advocacy Department

The main duties of the External Relations and Competition Advocacy Department are as follows:

  • To coordinate the relations of the Authority with public authorities and institutions, with national and foreign authorities and institutions, the business community, the media, the public or international organizations with respect to Authority's field of activity by informing, coordinating and contacting with other relevant departments of the Authority, where necessary
  • To coordinate the relations which has an international nature and which are related to the Authority’s activities, with public authorities and institutions by informing, coordinating and contacting with other relevant departments of the Authority, where necessary
  • To take initiatives to improve relations with national or foreign authorities and institutions or international organizations with respect to Authority's field of activity, to establish necessary contacts, to organize symposiums, conferences, meetings and similar events and to take actions for concluding documents such as protocols, memorandums of understanding to institutionalize cooperation
  • To ensure that requests for cooperation, training, information exchange and other issues with respect to the Authority's field of activity are considered by providing the necessary information, coordination and communication inside the Authority
  • To follow national and international developments related to the Authority's purview, to evaluate them with respect to their possible reflections on the institutional structure, functioning, legislation and enforcement and to share those evaluations with the relevant departments
  • To provide the Authority with the information about national and international activities to be made related to the Authority's purview, to provide the necessary information and coordination regarding the representation of the Authority, to ensure that necessary preparations are made for participation directly by the department itself or participation of relevant departments to those activities as well as for making contributions, to ensure that reports are submitted for information purposes afterwards
  • To determine the principles and procedures, in coordination with other departments, related to short-term, domestic and foreign assignments regarding the Authority's purview and to guide the implementation thereof
  • Following the participation in the events inside or outside the Authority with or without presentations, to have the necessary information published directly or by the staff who have participated to the event in the form of an information note or in another appropriate format on Authority's website after its content is reviewed, to ensure in-house coordination to this end
  • To give information about the legislation, which the Authority is responsible for implementing, and activities under its purview, in coordination with the relevant departments, on a national and international level, to take the necessary initiatives for increasing the recognition about the Authority, to take the necessary steps for correcting wrong and misleading information in domestic or foreign sources about the Authority or its activities, if any
  • To organize national and international professional meetings, to respond to such requests from other departments, to make the necessary coordination to this end
  • To carry out translation work for the Authority, to fulfill translation requests which are duly submitted by other departments
  • To check and update the Authority’s website with respect to form and content in both English and Turkish in coordination with the relevant departments
  • To conduct work, such as training, internship, certificate programs, presentation, etc. aimed to raise awareness about the legislation, which the Authority is in charge of implementing, and its acts as well as competition culture among public authorities and institutions, business community, academia, media and the public, to ensure that such requests are considered and met
  • To coordinate activities such as training, presentation and periodical/non-periodical publications for increasing recognition about the Authority and the legislation it is responsible for implementing and for developing competition culture among public authorities and institutions, business community, academia, media and the public
  • To make contributions to the opinions about legislation, all kinds of activities, proceedings, decisions and discretions of public authorities as well as draft legislations which may negatively affect competition, to take initiatives and coordinate with relevant departments for sending the Authority’s opinion to the agency concerned, without waiting for the submission of such matters to the Authority
  • To follow, in coordination with other departments, the opinions prepared by the Authority, to take initiatives actively to ensure that they are taken into account by the relevant public institutions and to inform the relevant departments about the results of competition advocacy efforts, to issue competition advocacy report in coordination with the relevant departments at least once a year
  • To provide guidance to the relevant public institutions, in coordination with other departments, for determining the effects of draft legislation and legislation in force, in particular those that are subject to regulatory impact analysis, to respond to requests for assistance from other institutions during this process, to promote the adoption of alternatives that have equivalent but less restrictive effects on competition
  • To cooperate with other public institutions for detecting and preventing anticompetitive practices/regulations in the markets, to organize activities such as training programs and joint studies with the relevant personnel of those institutions, in coordination with other departments
  • To organize activities, in coordination with the relevant department, for the presentation of the annual competition report, which is prepared by the relevant department for submitting to the government, drawing attention to the areas concerning the improvement of competition in markets and making recommendations
  • To provide guidance so that competition rules are adopted and followed by the business community such as competition compliance program, in coordination with other departments, to provide assistance to this end
  • To carry out the necessary activities, including economic analyses, in coordination with other departments, to indicate the negative effects of the relevant legislation, all kinds of acts, proceedings, decisions and discretions of public authorities on competition for supporting and strengthening the opinions and practices of the Authority in the field of Competition advocacy
  • To cooperate with other departments for improving the knowledge of the personnel about the grounds of legislation, all kinds of acts, proceedings, decisions and discretions of public authorities, which may affect competition
  • To cooperate with relevant departments, particularly to exchange views where necessary, while carrying out duties regarding competition advocacy
  • To encourage the emphasis on competition advocacy in contacts made and documents signed with national and foreign institutions by the Authority such as protocols and memorandums of understanding 
  • To share knowledge and experience with international organizations and other competition authorities about the digital economy and multi-sided platforms by taking into account their the cross-border effects 
  • To raise awareness about the effects of digital economy and algorithms on markets and consumers and to contribute to policy-making by decision makers by means of  communicating with the relevant Ministries, agencies and institutions about this issue

The department carries out the above mentioned duties in coordination with relevant departments.
