The main duties of the Strategy Development Department are as follows:

  • To conduct studies related to determining strategies, policies, goals and targets of the Authority, to prepare the strategic plan, to monitor and evaluate the implementation thereof, to make proposals to the higher management concerning improvements, to prepare progress reports and to share these reports with the relevant parties.
  • To form, develop, implement, monitor and evaluate the performance and quality criteria of the Authority, to make proposals to higher management concerning improvements, to prepare reports on the conclusions drawn and to share these reports with the relevant parties.
  • To establish and operate the in-house risk management system, to prepare and implement risk policies and to prepare relevant reports.
  • To make suggestions about job definitions, work and process flows as well as increasing productivity of the Authority.
  • To collect information and data concerning the activities of the Authority, to make analyses and assessments in order to improve management services and performance.
  • To make suggestions in order to ensure that the Authority budget is prepared in accordance with the strategic plan and annual objectives, to prepare the annual reports of the Authority.
  • To assess the compliance of Authority's expenditures as well as its financial decisions and disposals with the objectives and policies, the development plan, programs, strategic plan and performance programs.
  • To analyze Board decisions within the framework of the Department's area of responsibility and to save those in the Authority’s database.
  • To carry out the transactions related to those provisions of the Public Finance Management and Control Law no 5018, which concern the Department.
  • To give opinion and make contributions, if requested, to plans, programs, reports, analyses and other work apart from preparing legislation by other public agencies and institutions. 
  • To provide contributions to mergers/acquisitions, sector inquiries, investigations and preliminary inquiries regarding digital economy made under the body of Supervision and Enforcement Departments, 
  • To submit opinions to the Board about investigations regarding digital economy, where necessary,
  • To provide professional personnel support to competition inquiries regarding digital economy made by Supervision and Enforcement Departments, where necessary, 
  • To carry out activities for training and informing the professional personnel regarding digital economy issues, 
  • To carry out training activities at national and international level in order to take attention to the problems in this area in markets and to ensure that they are dealt under the scope of competition infringements, 
  • To plan and put into effect short-term seminar, conference, workshop, course, internship and expertise courses together with degree and diploma programs such as master and doctorate education in coordination with the relevant departments, to evaluate such requests from departments and to carry out the necessary proceedings.
  • To ensure, in coordination with other departments, that the personnel are informed of the current professional developments periodically within the scope of in-service training by face-to-face or distance learning techniques.
  • To develop programs for improving professional knowledge and experience of the personnel by domestic and foreign assignments.
  • To determine the procedures and principles related to post-graduate education abroad in areas to be determined in coordination with other departments. 
  • To develop national and international expertise and certificate programs for the professional staff.
